This is the *difficult* version of the columnar transposition
cipher. After you strip away this message and white space
you should find, using one of the available software tools,
that there are 392 characters in the message. The words
were read into a completely filled rectangle by rows.
Columns were permuted, the text was then read out
read out by columns. This cipher is worth 40 points.
