What's the Best Intelligent Agent Software?

I will be working on a software development project that needs to use
Intelligent Agent technology. What is the "best" existing implementation
for developing software intelligent agents? I would like the agents to
run on a variety of platforms but I definitely need to support UNIX and
DOS/Windows in a distributed environment.
